Context:

 

Under the direct supervision of the Chief of Mission and IOM Kiev (for medical and technical matters).

 

 

Core Functions / Responsibilities:

 

Responsible for and take part in the migration health assessment programs in Almaty and, if required   in other locations in Central Asia, in compliance with the regulations and guidelines of the respective immigration authorities

Supervise and train medical personnel participating in the health assessment activities carried out by Migration Health Physician

Identify and ensure smooth functioning of appropriate facilities for the IOM Health Projects; i.e. liaise and negotiate with the governmental health institutions, negotiate contracts and agreements, in cooperation with the COM and the admin/finance assistant ensure timely payments for the migration health services provided by the partners of the IOM Almaty Medical Unit.

Assure quality control of diagnostic and laboratory services, as well as of the health assessment process as such, in order to meet the criteria of the immigration authorities of the receiving countries.

Assist in preparation of budget and monitoring the financial issues related to the relevant health-related projects in coordination with RMO

Supervise pre-embarkation medical checkups and coordinate preparation of the medical flights; train and supervise medical escorts.

Compile and prepare monthly statistical reports for MHS HQ.

Explore the possibilities for development and implementation of non-resettlement health projects, giving priority to the development of health components of the currently active IOM projects (Capacity building in Migration Management, counter-Trafficking Project, etc). Participate in interagency meetings and UN Country Team theme groups working on health issues.

Participate in and contribute to workshops and conferences related to health and migration.

  Upon request take part in medical/health related operations during humanitarian emergencies.

Fulfil other health-related duties as assigned by the COM or Regional Office

Required Qualifications and Experience

 

Education

 

Master’s degree in Medicine or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience

 

Experience

 

- Experience in the field of management, international relations, migration

- Experience in therapeutic field and skills for diagnostic judgement

- Experience in reading chest radiology, at least minimal

- Clear understanding of the regional epidemiology and specific regional pattern of diseases

- Experience in the field of vaccination, at least minimal

The appointment is subject to funding confirmation.
