II. Organizational Context and Scope

Under the overall supervision of the Chief of Mission and under the direct supervision of the CT Programme Coordinator, the Country Program Coordinator will be responsible for oversight, co-ordination and implementation of USAID DAR project activities in Uzbekistan, including assistance to the Sub-regional office for Central Asia in liaising with relevant project’s stakeholders and partners, communicating with relevant staff of the regional, sub-regional offices and the headquarters. Well aware of and understands the position of IOM on various issues and during public events and discussions with project’s stakeholders and partners, s/he upholds the IOM position and ensures it is properly communicated to the external audience.   Country Program Coordinator must have the ability to coordinate with other donor programs on rights and dignity and seek synergies and complementarities to maximize results.

III. Responsibilities and Accountabilities

Technical

 

  • Collects and provides necessary information and assists in planning, organizing and developing all aspects of the USAID DAR project.
  • Contributes to and/or prepares other project development activities.
  • Assists with in-house coordination among the different sections/programmes in the mission.
  • Assists in managing, monitoring, oversight and support of the timely implementation of the USAID DAR project and keeps the COM/Programme officer informed on the status of implementation of the project; organizes the filing system of the project and monitors project inventories and supplies. Prepares terms of references, and forms for proper implementation of project: purchase requisition forms, goods receipt forms, expert evaluation forms and requests for payments.
  • Evaluates and improves the planning, programming, implementation and monitoring and evaluation of project.
  • Assists the Mission in fundraising and publishing activities, maintenance of continuous dialogue with the donors to facilitate a coordinated approach to project implementation. Identification of project partners and stakeholders.
  • Keeps track of mission’s compliance with project reporting requirements and contribute to and/or draft periodic and annual project reports on activities.
  • Supervision of the budgetary implementation of the project in coordination with financial staff.
  • Establishes and maintains the liaison with relevant governmental, non-governmental entities as well as other international organizations and local NGOs on project issues.
  • Establishes and maintains close working relationship with print media, television, radio and news agencies for public information and promotion of the project activities.
  • Assists in the planning, coordination and arrangements for successful conduction of the project events such as seminars/conferences, meetings, presentations, and others.
  • Attends official meetings, appointments and travel.

Other duties

  • Assists with translations, and/or acts as interpreter/translator when necessary
  • Other duties as may be assigned by the COM or supervisor.

V. Education and Experience

Country Program Coordinator should have relevant experience in managing similar programs, with a minimum of 3 years in a management position. Proposed candidates should also have demonstrated analytical and research skills, excellent negotiation skills, consensus building and leadership skills, technical experience directly related to the proposed work.
